Regional Pontifect Neustrom, who had been sworn to celibacy and who never acknowledged (publically or privately) the existence of the child, the old Pontifect nevertheless blessed young Cornelius with all the most potent and important opportunities that excessive wealth and extraordinary privilege can convey. Thus, Cornelius Neuholm has never wanted for any pleasure his entire life. Though it may be hard to imagine the virtue of discipline for one that slid through his formative years with a rigorous but pampered directness, Cornelius Neuholm is nevertheless as severe with himself as with others. As such, he is a singular embodiment of Axiom progress. He is the epitome of what the Axiom can muster in it schol and psycho-physio programs.
Neuholm’s trajectory was never in question, from birth he was reminded that he was destined for greatness. He attended the most prestigious schools, grew in the shadows of the Axiom’s greatest mentors, was chided by the most cunning instructors, exercised in the most opulent pools, and enjoyed an unparalleled candid exposure both to the material and the Aetherial machinations of the Axiom statehood.
Despite all of his grandeur and excellency, something rather essential was left, deliberately or not, from his exhaustive education. At times, he seems simply the empty shell of his office – a hollow man built solely for his Function. There is little soul, little humanity, compassion, or life in public persona that surrounds him. He executes his duty with the same austere perfunctory manners that he executes, another living soul.
His coldness serves him well. Neuholm’s official administerial capacity now touches upon, in some direct or indirect manner, nearly the entire Axiom state. His office is mere breaths away from the Maxenti Rex Sacriott – the supreme college of Governance and Order. He is, therefore, extremely well positioned for even greater opportunity to power. More so than nearly any other Agent of Order, Neuholm grasps the biggest picture, the true working of the Axiom machine that pierces the darkest corners of the material world, and fathoms the most profound mysteries of the Aehterium.

Crippling Authority -4cs: Choose an enemy model with 3 squares. During the chosen model’s next activation, if it makes an attack, it uses the Pontifect’s damage thresholds instead of its own.
Don’t Dawdle -3 cs: Choose an enemy model within 4 squares. During the next activation, open squares count as resisters and resistors count as impassable.
Safeguard
If the attack causes damage and if this program’s PAD card is still in the PAD deck, reduce the total amount by 2, to a minimum of zero, if this model’s PAD card is in the Recycle Bin, the attack causes damage as normal.
